Given

An open review, a failed message and an expired consent request. Anand’s account has no access in the run.

When

The operations owner resolves each from the console; a backup user does the same; the technical administrator only observes.

Then / oracle

Operations resolve a review, a failed message and an expired consent without the founder. Queues show owner, age, next action and audit history; retry is safe. Sensitive overrides and exports require a reason and are audited. Routine approval queues do not depend on the convener.

Evidence required

Console walk-through record with audit entries; named operations owner and backup in the fixture.

Decision dependency

  • GL01-staged: The operations owner and backup are named by GGA; the vault never fills them in

Where a decision is pending, the dependent assertion is Blocked by that decision and no oracle is invented. A proposed default is a configuration value, not a promise. This note is a specification: it is Passed only on a named integrated build and fixture.
