Given
Three companies: eligible and declined contribution; paid but overdue on data; a partner-reported deal for a third.
When
Each requests detailed discovery. The partner-reported deal is submitted. Contribution is deferred, declined or lapsed.
Then / oracle
An eligible company that declines or defers keeps access (it can still lose it through incomplete or overdue data or an administrative hold). A paid company with overdue data is paused. A partner-reported deal creates no invoice. Contribution is never shown as an access upgrade. Payment never overrides the freshness rule.
Evidence required
Access results by company state; absence of finance tasks for the partner-reported deal.
Decision dependency
- GL05-staged: Contribution amount, tax presentation and invoicing entity are for GGA finance; the oracle never asserts a figure
Where a decision is pending, the dependent assertion is Blocked by that decision and no oracle is invented. A proposed default is a configuration value, not a promise. This note is a specification: it is Passed only on a named integrated build and fixture.
