Given

Two approved partners each own listings; one company submits its own listing; an unapproved partner exists. Operations holds the review queue.

When

As a partner: approve own listing; open another partner’s pipeline; edit another owner’s listing; submit as an unapproved partner. As operations: approve, request changes, reject, hold, each with a reason.

Then / oracle

A partner cannot self-approve, view another partner’s pipeline or edit another owner’s listing. An unapproved partner cannot publish through the review workflow. Submission does not publish. Review decisions need a reason and the expected version, and rebuild only the approved public projection. The submitter confirms authority to share.

Evidence required

Denials with codes; review decision records; approved version stored separately from the editable draft.

Decision dependency

  • GQ02-staged: Blocked by GQ02: whether and how company-submitted listings are published is open; the oracle covers approved and unapproved partners and operations only

Where a decision is pending, the dependent assertion is Blocked by that decision and no oracle is invented. A proposed default is a configuration value, not a promise. This note is a specification: it is Passed only on a named integrated build and fixture.
