The 1.3 text below is kept verbatim as history. Where the disposition is Reframed, Superseded or Parked it is not the GGA oracle; use the replacing scenario. A Parked scenario has no GGA feedback and stays a Proposed carry-forward. The status stays Not executed. Register: Scenario-Dispositions.
Given
Draft is under review; two users hold the same expected version; an older published version is live.
When
Return the draft with a safe reason; both users try to update; resubmit after correction.
Then / oracle
Return reason is visible only to entitled company users. One expected-version write wins; stale edit conflicts without overwriting. Published content is unchanged until an authorised replacement. Corrected content requires fresh review.
Evidence required
State/version history; conflict response; published and draft snapshots.
