What each pending DG decision blocks. Steps are the primary build steps of the scenarios that cite the decision (from the scenario notes). The engineering stop-line is: dependent behaviour and its oracle stay Blocked by Qnn; policy-independent scaffolding may proceed once the start conditions are met (Implementation-Order-Overview).
