Status. Proposed design only. Nothing in this vault is DG client approval. No application, service or test has been executed; every scenario is Not executed. Fees and dates are open.
Scenario evidence rules

Status vocabulary
| Word | Meaning |
|---|---|
| Not executed | Default. Nothing has been run. Every scenario today. |
| Pending decision | The oracle depends on an open Qnn; no oracle is invented. Written Blocked by Qnn. |
| Passed | All relevant variants exercised on a named integrated build and fixture, evidence attached. Recorded at Step 11 or later. |
| Unavailable | Boundary the gate says is excluded (for example exports that do not exist); never counted as Passed. |
Three evidence streams
- Software (T##): build identifier, fixture, commands run, observed result. A unit test result alone is partial evidence.
- Manual DG service (DG## manual): approved procedure/charter and consent-template revisions, synthetic fixture, staff roles, date, observed result. No application build is required.
- Mixed: both streams recorded separately; neither substitutes for the other.
Naming
Tests carry the scenario ID, for example test_T27_denial_hides_existence. Fixtures are named (for example the three-company canary fixture of Step 03). Evidence refers to the build by commit and fixture by name.
Not evidence
Authored Gherkin, a merged PR, a deployment, agent agreement, or a passing test suite on a partial build.
