What changesThe scope guard against importing deferred features is kept and now lists the Blueprint’s deferred items.

The 1.3 text below is kept verbatim as history. Where the disposition is Reframed, Superseded or Parked it is not the GGA oracle; use the replacing scenario. A Parked scenario has no GGA feedback and stays a Proposed carry-forward. The status stays Not executed. Register: Scenario-Dispositions.

Given

Paused/closed opportunity has pending interest and an existing discussion.

When

Exercise live/paused/closed cells for new question thread, reply, new EOI, pending accept and reopen; race close with accept.

Then / oracle

Proposed matrix: pause blocks new threads/interest but permits existing replies and pending accept; close also blocks pending accept and labels unresolved interest closed in-app. Existing authorised question/discussion replies continue. No closure email event, expiry/reconfirmation or partnership outcome workflow. Reopen never silently revives terminal attempts.

Evidence required

Signed transition table; parameterized state tests; absence of deferred scheduled jobs.

Decision dependency (verbatim)

Q04/Q05: matrix is agent-reviewed recommendation only; closed-pending label is not unilateral acceptance or EOI deletion.
