Given
The public site, member portal and operations console at mobile width, with keyboard-only and assistive-technology use.
When
Exercise empty, loading, validation, locked, expired and retry states; submit a form with an error; tab through each screen.
Then / oracle
Every state exists and explains the next action; form drafts survive errors; fields are labelled; contrast is readable; every action works by keyboard at mobile width. The default language is English; Japanese and Korean content stores and displays as Unicode without a multilingual interface in the first release.
Evidence required
Accessibility audit record and screenshots for each state on the named build. This scenario has no dedicated GA test and supports the GA gates through Definition of ready to pilot.
Decision dependency
None. The rule is stated in the Blueprint page cited above.
Where a decision is pending, the dependent assertion is Blocked by that decision and no oracle is invented. A proposed default is a configuration value, not a promise. This note is a specification: it is Passed only on a named integrated build and fixture.
