Given
Companies in each state: complete and attested; missing a field; attestation overdue past grace; under an administrative hold; paid with a lapsed profile; unpaid with a current profile.
When
Request detailed discovery, a new pitch and an event registration as each company, with scheduled jobs disabled.
Then / oracle
Eligible equals verified contact, active company membership, all required fields, current attestation and no administrative hold; the grace period counts as eligible. Contribution status is absent from the expression. Eligibility is derived at request time from authoritative timestamps and review status, never from a browser-supplied flag.
Evidence required
Decision table of company state versus allowed action; request-time evaluation shown with the job disabled; tampered eligibility flag in the request is ignored.
Decision dependency
- GL03-staged: Interval values are configuration; the oracle uses the configured value, not a fixed number
Where a decision is pending, the dependent assertion is Blocked by that decision and no oracle is invented. A proposed default is a configuration value, not a promise. This note is a specification: it is Passed only on a named integrated build and fixture.
