Given
A registered company has a draft profile missing the revenue period, capability evidence and an accountable owner, plus one conditional field that does not apply.
When
Attempt to attest the profile. Then complete each missing item and attest again. Mark the conditional field not applicable with a reason.
Then / oracle
Eligibility is refused while any required field is missing. The response names exactly what to correct (structured missing-field errors). The draft stays saved after errors. A reasoned not-applicable option is accepted for conditional fields; a fabricated value is never required.
Evidence required
Typed error body per missing field; draft present after the failed attempt; eligibility evaluated after the final attest.
Decision dependency
None. The rule is stated in the Blueprint page cited above.
Where a decision is pending, the dependent assertion is Blocked by that decision and no oracle is invented. A proposed default is a configuration value, not a promise. This note is a specification: it is Passed only on a named integrated build and fixture.
