Neutrality when both parties pay

Same statement to both before payment: DG may be paid by both parties for their separately described services. Payment buys no priority, advocacy, exclusivity or another party’s private information. DG does not carry private bargaining positions between parties. If a staff conflict cannot be resolved, joint facilitation is paused or declined. A named conflict register and fallback staff are for DG to decide (Q13).

Scenarios: DG05, DG12, DG34. Higher payment buys defined work, never a badge, ranking, private access, counterparty meeting or overseas deal (Q25).
