Status. Proposed engineering reference. A pass means the staged GGA notes are structurally consistent. It does not mean any scenario passed, and it is not GGA approval. Every scenario is Not executed.
Baseline validator (work package R7)
scripts/vault_baseline_validate.py checks the staged notes in Planning/R2-staging to R6-staging. The legacy 11-Tooling/validate_vault.py is unchanged and still validates revision 1.3 only; it sits in an evidence folder, so a rewrite waits for the owner override (see TODOS.md). Run from the repository root: python scripts/vault_baseline_validate.py (exit 0 only when every check passes). Tests: python -m pytest scripts/test_vault_baseline_validate.py -q.

Not covered (stated honestly)
- Requirement to test mapping: the register has 174 rows but no per-row coverage column yet, so REQ coverage is not checked. Page-level coverage is.
- Source byte and SHA-256 manifest for the GGA documents: they are not in
10-Sourcesuntil R1 part 2. 99-Validationis not regenerated: it is an evidence folder and records the 1.3 run.- Legacy wording rules (no claim that tests passed, no engineer-day figures outside the estimate note) are still enforced only by the legacy validator, which also scans the staged notes today. Its 3 current failures come from R4 staged notes (links that resolve only after the move, and one wording hit); this script treats those links as valid.
