| GGA basis | Blueprint p. 1 (GGA-Requirement-Register) |
| Replaced or carried by | none (no GGA feedback) |

| What changes | Open direct messaging is deferred and the Blueprint has no private-question flow. The 1.3 private question stays a Proposed carry-forward; no oracle is invented. |
The 1.3 text below is kept verbatim as history. Where the disposition is Reframed, Superseded or Parked it is not the GGA oracle; use the replacing scenario. A Parked scenario has no GGA feedback and stays a Proposed carry-forward. The status stays Not executed. Register: Scenario-Dispositions.
Given
B has no opportunity and no EOI. B is permitted to see A’s live opportunity.
When
An authorised B user sends a question; the assigned A colleague answers.
Then / oracle
Private A-B question thread exists without EOI or B publication. Only the currently assigned entitled A recipient gets the generic alert; authorised A admin can see the unanswered queue/reassign. Both entitled parties see the exchange; no team broadcast or automatic leave fallback.
Evidence required
Nullable EOI reference; conversation participant links; allowed positive reads; generic assigned-question event.
Decision dependency (verbatim)
