Run final manual recipient/authority/fields/purpose/expiry/hold check immediately before sending.
Then / oracle
Failed check cancels/holds unsent work and future follow-ups. Authorised prior send remains historical; no recall claim. Unauthorised send triggers incident path. Disclosure after new material needs fresh permission, not stale draft approval.
