Local setup

Current state

No application exists, so there is nothing to run yet. The repository root file WINDOWS-LOCAL-SETUP.md covers the tooling that exists today (AI operations scripts and vault checks).

To fill in when apps/ is created

Python virtual environment, Node install, PostgreSQL and mail sink containers, migrations, dev servers, test commands. Record only commands that were actually run.
