ADR-0005 CI on Every Pull Request

Status: Proposed. The owner accepts by merging the PR that introduces it.

Context

Step 01 requires CI (Step-01-Foundation). No cost decision limits CI for this repository.

Decision

CI runs on every pull request to main and on pushes to main: API checks, web checks and vault checks. No deploy job until hosting is decided (Q09).

Consequences

Evidence on every change; branch protection can require the checks.

Revisit trigger

Revisit if CI cost becomes a concern; reduce scope by a new ADR, not silently.
