ADR-0002 Outbox Worker Without Redis

Status: Proposed. The owner accepts by merging the PR that introduces it.

Context

The outbox contract needs claimable durable jobs with retry (Notifications-and-Outbox).

Decision

The worker polls the PostgreSQL outbox table using FOR UPDATE SKIP LOCKED. No Redis or separate queue in version one.

Consequences

Fewer moving parts, one durable store, transactional enqueue with the business change. Throughput needs are small.

Revisit trigger

Add a queue only by a new ADR if measured worker lag or load targets (Q09) require it.
